Tanzania COC
The Executive Director of the Tanzania National Bureau of Standards (TBS) has issued an official confirmation document to implement and execute this conformity assessment procedure (PVOC). All regulated products covered by the PVOC program must undergo inspection and comply with Tanzanian national standards and other recognized standards, on which a Certificate of Conformity (COC) must be issued.
The program is scheduled to start on December 31, 2011. The Certificate of Conformity (COC) is a necessary document to ensure smooth customs clearance of goods. This certificate certifies that the product complies with relevant Tanzanian technical regulations and national, regional, and international standards. If the conformity certificate issued by the inspection agency cannot be submitted, it may result in customs clearance delays, fines, or even the goods being returned to the exporting country.
Goods exported to Tanzania now need to apply for COC before export. If the goods arrive at the destination port after December 30, 2011, COC clearance needs to be provided, otherwise it may cause customers to be unable to clear customs smoothly.
Latest Developments in COC Certification in Tanzania
According to the latest news from Tanzania, the country will implement product conformity certification (COC) starting from February 1, 2012 Certificate of Conformity, It belongs to pre shipment inspection. All products listed in the Tanzania control catalog need to apply for COC before shipment, otherwise they cannot be cleared at the destination port. Unlike the previous shipment inspection in Tanzania, the COC in Tanzania needs to be applied for before shipment, and once the goods have left the port, the COC cannot be replenished. In addition, Tanzania COC also needs to submit product testing reports and other materials for document review before arranging pre shipment inspection and obtaining COC certificates.
The purpose of implementing the new COC policy in Tanzania is:
1. Ensure that imported products comply with local laws, regulations, and relevant technical standards;
2. Restrict the import of substandard, counterfeit, and inferior products into Tanzania;
3. Improve the market competitiveness of products that meet standards;
4. Protect domestic consumers, producers, the environment, and public safety from the harm of inferior products;
5. Assist Tanzanian exporters in conducting pre shipment inspections and issuing COC certificates.

Tanzania COC Certification Process:
Approach A - Testing, Inspection and Certification
The products shipped through route A need to undergo both product testing and on-site inspection to confirm that they meet relevant standards, key requirements, or manufacturer specifications. This certification pathway applies to all products exported by traders or manufacturers, as well as to all trading parties.
The certification process for pathway A is as follows:
a. Exporter submits Certification Request Form (RFC)
b. PVoC National Office Audit and Certification Application Form/Certification Document
c. PVoC National Office appoints designated inspectors to conduct on-site inspections
d. Perform bulk sampling testing
e. PVoC National Office issues Final Certificate of Conformity (CoC)
Path B - Product Registration, Inspection and Certification
Pathway B is a fast certification process provided by the PVoC National Office for product registration, aimed at ensuring reasonable and stable quality of products. This approach is particularly recommended for suppliers who frequently export similar goods.
The registration and certification process for product B is as follows:
a. Product registration, the exporter submits the product registration application form to the PVoC national office, PVoC National Office reviews and registers application materials
b. Register the certification procedure for the product, submit the Certification Request Form (RFC), and the PVoC National Office will assign designated inspectors to perform on-site inspections
c. Perform random bulk sampling testing
d. PVoC National Office issues Final Certificate of Conformity (CoC)
Path C - Product Registration
Pathway C is only applicable to manufacturers who can demonstrate the implementation of a quality management system during the manufacturing process, and the production procedures and registered products of the product will be reviewed by the PVoC National Office.
The process for applying for COC/PVOC in Tanzania:
1、 The information provided by the customer includes invoices and packing lists, product inspection reports, and PVOC application forms;
2、 Data review;
3、 After the data review is approved, arrange the inspection date;
4、 After passing the inspection, the customer provides the final commercial invoice and packing list, and arranges for the issuance of the certificate.
