Nigeria's SONCAP increases PC certificate model fee from March 1, 2018
SONCAP stands for Standards Organization of Nigeria Conformity Assessment Program, which means mandatory conformity assessment procedure in Nigeria. SONCAP is a new policy implemented by the Federal Government of Nigeria to inspect and control the export of substandard and unsafe products to the country. SONCAP came into effect on September 1, 2005, with a grace period of 90 days, and officially came into effect on December 1, 2005. On March 1, 2013, the Nigerian Bureau of Standards officially released a new SONCAP operating procedure. Each independent third-party organization will directly issue SONCAP certification, and importers will apply for a SONCAP certificate (SC) from the Nigerian Bureau of Standards (SON) with a valid SC.
SONCAP certification mandatory directory:
Except for the following products, they are all within the regulatory catalog:
1) Food;
2) Drugs;
3) Medical products other than medical equipment and machinery;
4) As a chemical raw material for production;
5) Military products;
6) Prohibited by the Nepalese government from importing products;
7) Second hand products other than cars.
The methods for SONCAP certification in Nigeria - there are three ways to apply for SC:
Route A, For occasional shipments within a year: After the exporter's goods are produced, the inspector inspects the goods and then takes samples from the bulk for testing. After passing the test, a PC1 certificate is issued. Before shipment, the shipment is supervised and sealed, and an SC certificate is issued after passing the test.
Route B, Regarding the multiple shipments of the product within a year: Firstly, the exporter applies for PC2, and the process for applying for PC2 is as follows: application form; Product information; Effective testing reports; Factory conducts system audits; After obtaining PC2, the validity period is one year. After the goods are produced, the factory applies for SC supervision for loading. After all the necessary documents are complete, the goods will be inspected, sampled, tested, and supervised at a rate of not less than 40%, and a SC certificate will be issued if they are qualified.
Route C, In response to frequent shipments over the course of a year. Firstly, the factory applies for PC3, with the following conditions: the factory conducts an audit and meets the requirements; Effective testing reports; The validity period after obtaining the license is one year.
After the factory completes the production of goods, the application process for SC is as follows: after all the necessary documents are complete, the goods will be inspected and supervised at a certain rate, no less than twice a year.
The cost of SONCAP certification in Nigeria
1. Certificate fee: including one-time fee for PC1, one-year fee for PC2, one-year fee for PC3, and certificate fee for each batch of SC;
2. Audit fees: Factory audit fees, as well as supervision and sampling fees;
3. Test report fee: If you are unable to provide a test report that meets the requirements, we will provide you with a test report service at a price that varies depending on the type of product.

Nigeria SONCAP Certification Questions and Answers
1. How to start product certification?
When you plan to export controlled products to Nigeria, you can contact the Nigerian National Bureau of Standards office in your country and submit inspection reports and product certification application forms. If your intended export goods belong to multiple categories of controlled products (see product list), you must apply according to each category, with one product category corresponding to one application.
2. What should be done if the exporter cannot provide a controlled product inspection report?
Your product must be inspected by an authorized laboratory in accordance with relevant technical regulations in Nigeria before shipment.
3. How is the product certification process?
After receiving the relevant documents you submitted, the Nigerian National Bureau of Standards office in your country will review the inspection report to confirm whether it complies with the relevant technical regulations in Nigeria. After passing the review, the office will issue you a product certificate.
4. How long is the validity period of the product certificate?
There are three types of product certificates: PC1, Disposable, must be used within 6 months; PC2 and PC3 are valid for one year.
5. How is the SONCAP certification process?
After obtaining the product certificate, apply for supervision and obtain the SC certificate before shipment. The importer submits the SC certificate to the Nigerian Bureau of Standards (SON) to apply for SONCAP CERTIFICATE for customs clearance.
6. How is authentication charged?

7. How to operate if the inspection fails or the product certification is not passed?
The Nigerian National Standards Agency's office in your country will immediately notify you and issue you a certificate of non-compliance.
8. Can exporters ship controlled products to Nigeria after obtaining the SONCAP certificate?
The SONCAP certificate is a mandatory legal document for the export of controlled products to Nigeria, but other legal documents are required for customs clearance procedures in Nigeria. In addition to the SONCAP certificate, pre shipment inspection is required for controlled products in your country through authorized institutions in Nigeria.
9. Will the office inspect the controlled products to be exported during the SONCAP certification process?
SONCAP reserves the right to conduct sampling inspections on goods before shipment.
10. Do exporters need to comply with other import procedures in Nigeria?
SONCAP is a special procedure for regulating products. Therefore, as mentioned earlier, export controlled products also need to comply with other procedural requirements.
11. Can Nigerian importers initiate the certification process?
sure. The importer fills out the SONCAP certification application form and fax it to the SONCAP project manager, who will then fax the application form to the office in your country. Exporters complete other procedures.
