      依據(jù)《肯尼亞標準法令》第496章（Standards Act Cap 496,laws of Kenya）和2005年7月發(fā)布 的《第78號進口產(chǎn)品質(zhì)量法令》（Quality Imports Order No.78）,為確保進口產(chǎn)品的質(zhì)量，為肯尼亞 消費者提供安全、健康、環(huán)境等方面的保護，肯尼亞標準局（KEBS）于2005年9月29日開始實施出口 前標準符合性驗證計劃（PVoC）。 

      在實施PVoC計劃之前，肯尼亞采取對進口貨物實行到貨驗證制度，但容易導(dǎo)致貨物進港的延遲，而 且對于不合格的產(chǎn)品，KEBS還需將其遣返或以不污染環(huán)境的方式銷毀而造成額外負擔(dān)。因此，從2005年起開始采用PVoC這種出貨前驗證的方式。 

市場準入要求 

      肯尼亞標準局（KEBS）于2005年9月29日開始實施出口前標準符合性驗證計劃（PVoC）。PVoC目錄內(nèi)的產(chǎn)品必須在出貨前獲得符合性證書（CoC），到港時提供給肯尼亞海關(guān)，否則將無法入境。如果沒有CoC 特殊情況下可由KEBS決定對該批貨物實施檢驗，并處以罰款。 

適用范圍 

      標準符合性驗證計劃PVoC覆蓋電子電器產(chǎn)品、玩具、汽車、食品、化學(xué)物品、紡織皮革、家具、建筑原料、二手產(chǎn)品等14大類。

認證流程 

PVoC 包括以下關(guān)鍵要素： 

——貨物裝運前檢查； 

——在具備認可資格的實驗室進行檢測、評估； 

——審查產(chǎn)品生產(chǎn)過程； 

——文件符合性檢查； 

——對測試報告與標準符合性的審核。 

獲得PVoC認證有三種方式： 

方式 a）：每批貨物檢驗及測試出口商聯(lián)系所在國的PVoC辦事處，提交填寫好的認證申請書（RFC）和本批貨物的形成發(fā)票，或者由肯尼亞進口商提交進口聲明表格（IDF）和形成發(fā)票復(fù)印件，啟動PVoC過程。PVoC辦事處對貨物進行檢驗，確認其是否滿足肯尼亞標準/技術(shù)規(guī)范的要求，并抽取樣品進行測試，如果 測試結(jié)果合格，將根據(jù)進口商提供的貨物最終發(fā)票頒發(fā)CoC證書（對于航空運輸，允許根據(jù)形式發(fā)票頒發(fā)證書）。 方式a）的CoC證書有效期為90天，只對該批次的貨物有效。食品、藥品、化學(xué)物品只能使用方式a）。 

方式b)：產(chǎn)品注冊、檢驗及有限測試如果同樣一種產(chǎn)品多次出口到肯尼亞，建議使用方式b）。出口商向PVoC登記、許可/認證中心提出申請，提交產(chǎn)品符合肯尼亞標準/技術(shù)規(guī)范或國際標準的自我聲明，以及由按照ISO/IEC標準認可的實驗室出具的產(chǎn)品測試報告、ISO 9000 證書等技術(shù)支持文件。PVoC登記、許可/認證中心審核出口商提交的文件，如發(fā)現(xiàn)問題，將要求整改。確認產(chǎn)品滿足要求后，PVoC中心將頒布產(chǎn)品登記證。出貨時出口商應(yīng)向PVoC辦事處提交產(chǎn)品登記證復(fù)印件、認證申請書和貨物的形式發(fā)票，PVoC辦事處同樣要對貨物進行檢驗，但只對個別批次抽樣測試。出口商還需提供貨物最終發(fā)票，PVoC辦事處審核各種文件后頒發(fā)CoC證書。產(chǎn)品登記證有效期1年，產(chǎn)品須持續(xù)滿足登記要求。如果產(chǎn)品進行了修改，修改后的產(chǎn)品也必須相應(yīng)進行產(chǎn)品登記證的修改。 

方式c)：產(chǎn)品認可產(chǎn)品登記后如果質(zhì)量穩(wěn)定，在較長時間內(nèi)持續(xù)滿足符合性要求，可向PVoC登記、許可/認證中心申請許可證。PVoC中心將審核產(chǎn)品的測試報告，必要時進行補充試驗。另外，還將對工廠的生產(chǎn)設(shè)施進行檢查。經(jīng)過以上各步驟的審核后，制造商將獲得這種類型產(chǎn)品的許可證。以后產(chǎn)品在出口時，制造商只需要提供認證申請書（RFC）、最終商業(yè)發(fā)票及許可證復(fù)印件，PVoC辦事處即可頒發(fā)證書，無需每次驗貨和產(chǎn)品測試。為監(jiān)督產(chǎn)品的符合性，PVoC辦事處保留抽驗已獲許可的產(chǎn)品的權(quán)利，但事先會通知出口商。如果產(chǎn)品持續(xù)滿足要求，許可證可以每年更新，更新時將對工廠的生產(chǎn)設(shè)施進行監(jiān)督檢查。如果產(chǎn)品進行了修改，須申請重新登記。 

提示： 

1．電網(wǎng)電壓230V，頻率50HZ； 

2．所有二手車輛須符合KS 1515：2000及其他肯尼亞標準或技術(shù)規(guī)范； 

3．集裝箱貨物需執(zhí)行封箱檢驗。

肯尼亞KEBS開始為其合作的政府機構(gòu)監(jiān)管產(chǎn)品提供PVoC服務(wù)

根據(jù)2019年6月4日肯尼亞發(fā)布的政府公告OP/CAB9/83A，為了確保所有進口到肯尼亞的產(chǎn)品都嚴格符合國家要求，由以下11家政府機構(gòu)監(jiān)管的貨物也將開始按照肯尼亞標準局KEBS（Kenyan Bureau of Standards）實施的出口前符合性評定方案 PVoC (Pre-Export Verification of Conformity)進行管控。貨品在清關(guān)時需提供一張Enriched CoC，以證明該商品符合肯尼亞適用的有關(guān)標準和技術(shù)法規(guī)。
